    The Institute of Public Analysts of Nigeria (IPAN), a parastatal under the Federal Ministry of Health, was established by IPAN Act CAP.I16 LFN 2004 (formerly Decree No 100 of 1992), as a professional regulatory body with mandates to train, examine, register and regulate the practice of Public Analysts and analytical laboratories in Nigeria.

    A Public Analyst is a registered member of the Institute, who by virtue of his/her knowledge, training, skill, competence and integrity is authorized by law to analyse consumer and health-related products such as: Food, Drugs, Medical Devices, Cosmetics, Water, Chemicals, Chemically and Biologically-based Consumer Products, etc. and issue certificates (a prima facie evidence tenable in any law court or tribunal in Nigeria) regarding their composition, use, quality, safety and efficacy.

    IPAN is a major stakeholder in the business of product analysis. The role of Public Analysts in ensuring that wholesome products get to the consumers cannot be over-emphasized. The cliché: “…caring for what you consume and the environment, ” cannot be more apt because Public Analysts are leading stakeholders in the assessment of regulated products quality for both export and import as well as other consumer products for the local market. And also the state of our environment in view of the health implications to general public.

    Public Analysts’ service if well harnessed would no doubt make the country self-reliant in the shortest time possible and put the country firmly on the path of greatness. Since Nigeria economy affects the neighbouring countries in West Africa in no small way and Africa at large, it will open up a big market for the country if we put our acts together.

    Public Analysts ply their trade in both public and private sectors and contribute largely to preventive health. The horizon has widened to include providing professional services to the solid minerals industry, petroleum industry and environment. Public Analysts are also into areas of product research and development.
    Our biannual mandatory training programmes held in the second and fourth months quarters of the year draw multitude from both private and public sectors . This is aimed at helping Public Analysts, Trainee Analysts and other stakeholders keep abreast of International best practices and as well expose members to current innovations in the practice of the profession of public analysis thereby promoting effective and efficient service delivery.


    The Institute works conscientiously to attain international standards such that export products would not only compete favourably in the global market but also impact on our economy. Public Analysts are committed to and in full support of diversification of the mono-economy and will work assiduously for a virile nation. This objective gives impetus to the spread of membership of the profession across the country.

    It is in the spirit of being primus inter pares that the Institute collaborates with United Nation Industrial Development Organization (UNIDO), a Development Partner. IPAN is a major stakeholder in the European Union(EU) funded National Quality Infrastructure Project (NQIP), for Nigeria which is being implemented by UNIDO.

    With these onerous responsibilities the Institute would remain ever relevant and its services critical to a healthy nation. This is why IPAN would continue to extend its hand of fellowship and synergize with other stakeholders – in preventive and curative; local and foreign to, for all time, rewrite the health history of Nigeria and place the giant in the comity of healthy nations.

    The best way to fight disease is to prevent it by leading a healthy life and that is by consuming safe and wholesome products. As the saying goes, prevention is better than cure.
